Interoperability of civilian medical teams and TNI CBRN units to strengthen public health protection during CBRNE emergencies

Abstract

Latar Belakang: Secara global, ancaman Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) diakui sebagai enduring threat terhadap keamanan dan kesehatan publik. Namun, di Indonesia ancaman CBRNE belum dipersepsikan sebagai isu strategis yang secara langsung memengaruhi kesehatan publik dan pertahanan negara. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas koordinasi dan kolaborasi antara sektor kesehatan sipil, Satuan Nubika TNI, dan Kesehatan Pertahanan dalam merespons potensi ancaman CBRNE di Indonesia. Metode: Penelitian menggunakan pendekatan kualitatif deskriptif. Data diperoleh melalui kajian pustaka terhadap regulasi dan dokumen kebijakan, serta data sekunder dari media massa daring yang relevan. Analisis data dilakukan dengan model analisis kualitatif Creswell (2014), meliputi pengorganisasian data, pengkodean, penarikan tema, dan interpretasi temuan. Temuan: Hasil penelitian menunjukkan bahwa respons terhadap ancaman CBRNE di Indonesia belum menjadi prioritas nasional. Belum terdapat perjanjian kerja sama permanen antara sektor kesehatan sipil dan otoritas terkait seperti BAPETEN, BNPB, BNPT, dan Brimob Polri dengan Kesehatan Pertahanan dan Satuan Nubika TNI. Pola kolaborasi lintas sektor yang berjalan selama ini masih bersifat reaktif dan insidental. Kesimpulan: Efektivitas respons ancaman CBRNE di Indonesia hanya dapat ditingkatkan melalui penegasan pemerintah terhadap status CBRNE sebagai ancaman serius, yang diinstitusionalisasikan dalam regulasi serta diperkuat melalui kolaborasi lintas sektor berbasis perjanjian kerja sama permanen
